The conditional planning milestone

Vancouver City Council approved Holborn’s downtown redevelopment in principle on 27 July 2026, advancing a scheme that combines housing, hotel accommodation and public space across properties around West Georgia, Seymour, Dunsmuir and Richards streets.

Designed by Henriquez Architecture, the main development includes residential towers of 79 and 68 storeys. Its 1,546 homes comprise 1,270 strata apartments and 276 secured rental homes, according to the council report.

The third tower is a 68-storey hotel building reaching a maximum 315 metres. Approximately 920 hotel rooms are planned, alongside conference facilities. The architect’s approval announcement also describes a public plaza and an observation deck with free access for Vancouver residents.

At the separate 388 Abbott Street site, the package includes a 25-storey building with 237 social homes and a 37-place childcare facility. Those homes are additional to the apartments on the West Georgia block.

The vote approved the rezoning and development form in principle. Conditions still govern by-law enactment, housing agreements and detailed development approval. It establishes a planning milestone rather than confirmation that construction can begin; subsequent development and building permits have not been verified.
