Rotterdam’s Hoge Wiek student tower plan survives legal challenge

What the court decided

The Netherlands’ Council of State dismissed the appeal on 23 September 2026. Its ruling concerns the zoning plan adopted by Rotterdam in October 2024, so the latest milestone is the outcome of a planning challenge.

The plan allows a replacement for the existing student tower, alongside business and hospitality space. Its maximum height is 72 metres. Housing provider Woonstad Rotterdam is behind the redevelopment, with Mecanoo the architect.

Parking was central to the dispute. The court found a defect in the original reasoning but allowed it to pass without overturning the plan, taking account of Rotterdam’s newer parking policy. The council must nevertheless reimburse the appellant’s legal costs and court fee.
